1.2. Profile: The current situation in the water supply and sanitation sector of Albania requires a profound and radical reform, particularly with regard to reliability, transparency, performance orientation and accountability for a better and more sustainable provision of the water supply and sanitation services for the population and in the respect of the environment.
The situation created as a result of the Covid Sars pandemic highlighted a number of problems related to the way interactions and responses that current water supply and sewerage systems make to emergency needs to optimize the fragile balance between services providers and beneficiaries of these services. This brought to attention the importance of maintaining effective relationships with the customer who faced a series of problems not only health but also economic that made it extremely difficult to communicate with service providers not only from the infrastructural point of view but also financial point of view.

1.3. Subject: The GIZ Office Tirana invites qualified individual consultant/companies to express their interest in conducting Design and Implement Customer Complain Management Program for 10 selected Water Utilities in Albania.

1.4. Eligibility: Participation is open to all eligible national companies experienced in water supply and waste water projects involving customer relation and communication, business planning, which are effectively established in Albania.
– National experience (international experience would be an added value) of not less than 10 years in water business, communication, and institutional solutions.
– Experience related to public services customer analysis, financial planning, public relations etc.
– Provide evidence for two implemented contracts of similar nature and complexity involving customer management solutions.

The consultants must prove that they are legally registered and allowed to pursue the professional activity necessary to carry out the work subject to this request for proposal. Furthermore, the consultant must prove similar experience in the field.

2. The due date for submitting the application is 23 June 2021. The documents should be submitted in a sealed envelope, marked “Application for prequalification: CPWSC1- Design and Implement Customer Complain Management Program for 10 selected Water Utilities in Albania. addressed to:

After the due date for submitting the application, the process of prequalification will follow.

The submitted applications will be evaluated, and only prequalified candidates will be invited to answer to the bid.
